Summary of Domestic Offshore Trade

Areas subject to the jurisdiction of the United States, outside the contiguous forty-eight states, over which economic regulation of ocean shipping is exercised by the Federal Maritime Commission. Apart from movements by water involving these noncontiguous areas (Hawaii, Puerto Rico, Guam, et cetera), domestic water transportation is subject to economic regulation by the Interstate Commerce Commission. In addition to economic regulation by the Federal Maritime Commission, the Jones Act of 1920 mandates that the domestic offshore trade (as well as the domestic coastal trade) be reserved exclusively for American flag vessels; the Jones Act, however, does not apply to the U.S. Virgin Islands.
