In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Cross-Retaliation: Retaliation in one sector of trade, such as agriculture, to counter unfair actions or violations of agreements affecting trade in another sector, such as services.
