Summary of Council Of Europe

An association of twenty- one European states formed to identify and collectively pursue areas of common interest, and to provide a forum for the articulation of European unity. The council was formed by treaty in London on May 5, 1949; permanent headquarters were established in Strasbourg, France, the same year. The council is governed through three bodies:

1. The Committee of Ministers is the executive organ of the group, consisting of the foreign ministers of the member countries. The committee considers and acts upon the recommendations of the deliberative Parliamentary Assembly, and serves as a forum for the formulation of international agreements among the member states. The work of the committee is augmented by the efforts of various committees of experts.

2. The Parliamentary Assembly is a consultative body of 170 representatives chosen by the national parliaments of the member states; each state is accorded from two to eighteen representatives, depending upon population. The assembly discusses topics of general interest, referring resolutions to the Committee of Ministers for incorporation into binding international agreements, or for other treatment.

3. The Secretariat is an international bureaucracy of 800 persons operating within eight directorates. The Secretariat reports to the secretary-general, who is elected for five years by-the Parliamentary Assembly from a list of candidates submitted by the Committee of Ministers.

In addition to the three principal organs, the Council of Europe embraces the European Commission of Human Rights, the European Court of Human Rights, the European Youth Center, and the European Youth Foundation.

Among the significant achievements of the Council of Europe are the European Social Charter, which addresses labor conditions; European Code of Social Security, which establishes uniform standards for social security and old age benefits, as well as survivor’s and unemployment compensation; European Convention on the Status of Migrant Workers; and European Convention on Human Rights, known officially as the Convention for the Protection of Human Rights and Fundamental Freedoms, which establishes a commission and a court to review alleged violations of human rights within member states (many council members have submitted human rights disputes to the binding judgment of the court).

In 1984, the Council of Europe was considering the adoption of conventions on pension standards and an international medical credit card for use by travelers.

The working languages of the organization are French and English.

The Council of Europe should not be confused with:

the Council of the European Union, one of the two legislative chambers of the European Union (EU);

the European Council, the regular meeting of EU heads of state or government.
