Literature Review on Productivity: Barriers
In the Encyclopedia of Public Administration and Public Policy, [1] David N. Ammons offers the following summary about the topic of Productivity: Barriers: Obstacles to productivity improvement efforts in the public sector can be numerous and formidable. From time to time, these barriers are sufficient to block the attempts of some managers to improve the efficiency and effectiveness of government operations or to discourage them from even trying. Other managers, however, are not easily defeated.
