Barcelona process and the Treaties of the European Union

Description of Barcelona process provided by the European Union Commission: A regional framework established in 1995, that brings the EU with the countries to the South and East of the Mediterranean together at both political and technical level to promote their common interests. It builds on the various Mediterranean policies developed by the EU since the 1960s but marks a new departure in that, for the first time, it creates a framework for strategic relations going beyond the traditional areas of trade and assistance co-operation. It represents the wish of the EU to work together with its partners and to get away from the previous situations, where the EU made proposals and its Mediterranean partners either accepted or rejected them. This multilateral process is underpinned by a network of bilateral relations between each partner country and the EU, embodied in Association Agreements. The full potential of theBarcelona process can only be achieved within this framework of comprehensive bilateral agreements in a wider regional setting of political, economic, social and cultural co-operation.
