Protocol of Amendments to the Convention on the International Hydrographic Organization, adopted by the Third Extraordinary International hydrographic Conference, held at Monaco, 14 April 2005, with Consolidated Version.

About the protocol

The Convention, was signed at Monaco on 3 May 1967 and registered with the United Nations on 22 September 1970 under number 10764.

The International Hydrographic Organization desires to implement new administrative arrangements, namely the establishment of a Council and a Finance Committee, the re-naming of its Conference as its Assembly, the re-naming of its Bureau as its Secretariat, the re-designation of its President as its Secretary-General, the establishment of triennial Assemblies to replace the current quinquennial Conferences and the establishment of annual meetings of its Council.

In order to give effect to these administrative arrangements it is necessary to make amendments to the Convention.

The necessary amendments, together with other amendments that bring the Convention’s text in line with other similar Treaties but have no substantive effect, were approved by consensus at the Third Extraordinary Conference of the IHO at Monaco in April 2005, with Argentina and Chile registering ‘objections’ but not registering any formal opposition to a consensus view.

The amendments will enter into force for all Member States three months after the depositary has received consents to be bound from two thirds of them.

The administrative changes result from a study conducted by the Strategic Planning Working Group (SPWG) established for that purpose by the International Hydrographic Organization. The study included an appraisal of the likely costs impact, which concluded that the changes were likely to lead to a reduction in the Organization’s operating costs. The SPWG was chaired by the Norwegian hydrographer, with the UK national hydrographer and the Japanese hydrographer sitting as Vice Chairs.
