All States Formula
All States formula and the Treaties of the European Union
Description of All States formula provided by the European Union Commission: The “all States formula” has been used often in multilateral agreements that seek universal participation (normally relating to disarmament, human rights, penal matters and environment). It has its drawbacks as it has given rise to the question whether certain territories or entities whose status as sovereign States was unclear would be permitted to participate in an agreement under this formula.
