Administrative Guidance (Gyosei-Shido) and International Trade Economy

In relation to international trade economy, Christopher Mark (1993) provided the following definition of Administrative Guidance (Gyosei-Shido): A system of industrial policy used in Japan since the early 1960s. The term refers to official or unofficial pronouncements from government officials, which serve as guidelines to business concerning the application of Japanese law or regulations. Such guidance may take the form of a written opinion or a spoken remark. The informal character ofgyosei-shido tends to exclude foreign firms from inside information.
