Introduction to Rules of Order

Rules of Order, any definitive procedures created for conducting organizational or parliamentary meetings. These rules provide guidelines for convening and discussion (including the appointment, duties, and prerogatives of officers; the rights of members to be heard; and the determination and order of agenda topics); for formal voting (including the making of motions); and for formal record keeping. They provide an orderly format for school forums, civic and other clubs, political parties, and government legislatures. See Parliamentary Law.” (1)
