Introduction to Parliamentary Committee

The work of deliberative bodies is usually prepared by means of committees. These may be standing committees appointed for a definite time; select committees appointed for a special purpose; or committees of the whole, consisting of the entire assembly. The first person named on a committee is usually the chairperson, who has the duty of calling together and presiding over its deliberations. A committee may facilitate its task by the appointment of a subcommittee or subcommittees, selected from its own membership. A committee report is usually made by the chairperson, signed by the members, and delivered to the clerk. In the case of disagreement among members, a majority and a minority report may be issued. The report of the majority is considered the report of the committee, and when reviewed by the full assembly may be subject to the usual motions to table, postpone, recommit, or amend before the question is brought up for adoption. An assembly may, by motion, resolve itself into a committee of the whole for consideration of a matter that has been reported from a committee, or of a matter that is under consideration in the full assembly. The assembly may do this in order to consider the matter under procedures specifically established to expedite such consideration. When this is done, the presiding officer appoints another member, who retains the right to vote, to act as chairperson. The regular presiding officer may then participate in the deliberations of the committee.” (1)
