Legislation Required For Nuclear Security Treaties in 2011

United States views on international law (based on the document “Digest of U.S. Practice in International Law”): On April 13, 2011, the U.S. Department of Justice submitted legislation to Congress to implement four treaties relating to nuclear security: the 2005 Amendment to the Convention on Physical Protection of Nuclear Material (“CPPNM Amendment”), the International Convention for the Suppression of Acts of Nuclear Terrorism (“ICSANT”), the 2005 Protocol to the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (“SUA Protocol”), and the 2005 Protocol to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf (“Fixed Platforms Protocol”).
