O’Reilly examines the Eritrean government’s role in trafficking its citizens into slavery via its National Service Program, and she proposes several policies the international community could pursue to help bring an end to these abuses. Specifically, she discusses the following: (1) the possibility of the Security Council referring the Eritrean situation to the International Criminal Court (I.C.C.) in The Hague, (2) the ability of the American courts to combat the abuses, and (3) the political intractability of the problem, stressing the fundamental requirement that the international community obtain more information and more access to Eritrea.
