A position asserted by certain authorities in international law that all cargo carried aboard a neutral vessel is exempt from seizure by belligerents in time of war. This view conflicts with a more widely held attitude that belligerents have a legal right to interdict munitions and supplies with war-making potential en route to enemies, even when carried aboard neutral ships.
