“Research and policy on the criminal aspects of pornography has in most recent years focused almost all of its attention on child pornography, especially as a result of the important role played therein by the internet as the medium that has greatly eased the distribution of such materials. … Estimates now suggest that at least 14 million websites exist that specifically include child pornography. Aided by the near-global range of the internet, online child pornography also generates huge profits for its producers to form a genuine and global industry…. Along with the broadening of the scope of anti-child pornography laws, the related sanctions have become more punitive, with federal sentences in the United States now ranging from five to twenty years imprisonment. As such, the consumption and production of child pornography is treated more closely to offences of illicit sexual acts against children involving physical conduct (so-called ‘contact-sexÂ’ offences).”(1)

Harmonization of anti-child pornography

“Both in terms of legislative efforts as with respect to police measures, many countries across the world have developed instruments to criminalize child pornography. Although surely not attained on a complete global level, this harmonization of anti-child pornography measures across countries enables cooperation at an international level”(2)

International cooperation

International cooperation in the fight against this crime is “vital because of the decentralized nature of internet providers as well as their private ownership, with companies not always readily willing to relinquish authority over their servers.”(3)

Overview of Child Pornography in relation to cyber crime: [1]Many people who engage in child pornography crimes are pedophiles—adult sexual offenders who seek out inappropriate physical interactions with children. And today’s pedophile profile has little if any socioeconomic boundaries. Pedophiles come from all walks of life and social status. The National Center for Missing and Exploited Children (NCMEC) closely associates the existence of pedophilia (i.e., extrafamilial-child-sexual molestation) with child pornography, online enticement of children for sexual acts, and obscene materials of a sexual nature being sent to children. In 2004 the NCMEC logged a 39 percent one-year increase in the creation, possession, and distribution of child pornography. The astounding growth of child pornography available on the World Wide Web has the public and law enforcement officials concerned. What was once illegal contraband and hard to obtain is now easily available to anyone, including youth, simply by using a computer or other Internet access device. And even more disturbing is that its appeal appears to be growing exponentially throughout the world in an organized manner.
